Evidence, provenance and limits

Published . This data paper is the technical companion to Inside the Map of 30 Immigrant Enclaves. The public article presents the main findings; this paper focuses on provenance, source relationships, evidence strength, rights, and unresolved questions.

Scope: this collection governs one published map artifact. It does not define New York City's immigrant neighborhoods or decide which neighborhoods should appear on such a map.

“NEW YORK CITY IMMIGRANT ENCLAVES.” New York City Tourism + Conventions is established as the publisher from the host page; the map itself cites the NYC Mayor’s Office of Immigrant Affairs as its source. The file was retrieved on August 20, 2026 from the publisher-served image address. It is 323,548 bytes with SHA-256 83367ebcba3d5886db60144dba4e2a091d6572e90baa394224704beb3f5a99b1. Publisher metadata recorded a last-modified time of June 5, 2026, 15:44:36 UTC. The same bytes appear in an archived capture from June 17, 2026. No designer credit is present in the file or established by the sources in this collection.

Artifact identity and provenance

The publication chain is separable: New York City Tourism + Conventions published the page that carried the map; the map footnote names the NYC Mayor’s Office of Immigrant Affairs as its data source. A source attribution on the artifact does not by itself establish authorship or design credit.

The preserved file can be identified independently of the current host-page state by its byte length and SHA-256 digest. A June 17, 2026 archived copy and the August 20 retrieval are byte-identical. The original host-page URL now redirects; an archived July 8, 2026 host-page capture preserves the page with the map block, while the image file remains served.

Comparison with the earlier MOIA series

The NYC Mayor’s Office of Immigrant Affairs launched its Immigrant Enclave Illustration Series on April 17, 2023. Its end-of-tenure report covers through December 31, 2025 and states that 23 illustrations were published. “Little Italy” does not appear in that 85-page report.

Comparing the report with the 30-entry map yields five map names not found in the report: Little Egypt, Little Odessa, Little Palestine, Little Poland and Little Senegal. A July 10, 2026 NYC Mayor's Office transcript records the mayor saying that the current administration added a few neighborhoods after inheriting the map. NBC New York reported that mayoral aides identified Little Senegal, Little Egypt, Little Palestine and Little Odessa as additions made by the administration. This establishes administration-level provenance for four of the five names. It does not identify the individual selector, and Little Poland remains unattributed in the sources checked.

Reported selection criteria and a separate DCP threshold

A Washington Examiner article published July 9, 2026 reports a city spokesperson saying the map highlights neighborhoods with substantial foreign-born populations. The collection records this as a demographic criterion reported by a source, not as a published map rule.

The Blaze quoted people who described a neighborhood’s history of immigrant settlement as a basis for inclusion. The collection records this as a heritage-based criterion reported by a source. No published selection rule was located that establishes either criterion as the rule used to make the map.

Separately, the NYC Department of City Planning’s The Newest New Yorkers 2026, Chapter 3 defines a “major immigrant neighborhood” for that report using a 40 percent foreign-born threshold and records SoHo-Little Italy at 30.5 percent. The report scopes that definition to its own analysis; no source in this collection connects that threshold to the map.

July 2026 statements and observed map state

On July 10, 2026, the NYC Mayor's Office transcript records the mayor saying the map had been created in 2023 under the prior administration, that his administration added a few neighborhoods after inheriting it, and that future changes would include adding Little Italy. NBC New York separately reported the four administration-added names identified by mayoral aides, as described above.

The observable artifact state is recorded separately from that reported statement. The known map file retrieved on August 20 is byte-identical to archived captures from before the July reporting. No amended map was located in the sources checked. This does not establish that an amended version does not exist at another address.

Evidence strength and limits

The governed records assign confidence values to each claim. Directly retrieved artifact and host-page observations carry higher values than claims dependent on press reporting; the exact values are listed in “Validation evidence” below.

The most material unresolved questions are who designed the map, whether a selection rule was used, which individual or office selected the four additions attributed at administration level, who selected or added Little Poland, why the original host-page URL now redirects, and whether an amended map exists elsewhere.

Rights and preservation

The map is served on KnoEdg.NYC from a local copy verified against the governed checksum. No redistribution permission for the map was located or is claimed. New York City Tourism + Conventions is identified as the publisher, and the original source address and archived copy remain linked for inspection.

The city reports are recorded as all-rights-reserved under the NYC.gov terms reviewed for this collection. Rights for the cited press pages are recorded as undetermined unless a source-specific determination was established; no permissive license is inferred from public accessibility.
